With respect to the composition of the joint mission, the Alliance expresses " serious reservations " about the participation of the Special Rapporteur on the situation of human rights in Zaire, Mr. Roberto Garretón, for the following reasons:

OHCHR encouraged NGO action against racism by facilitating the participation of the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance in the session of the InterAmerican Commission on Human Rights held in Washington in March 2004.
وقد شجعت المفوضية الإجراءات التي اتخذتها المنظمات غير الحكومية لمناهضة العنصرية من خلال تيسير مشاركة المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكره الأجانب، وما يتصل بذلك من تعصب، في الدورة التي عقدتها لجنة البلدان الأمريكية لحقوق الإنسان في واشنطن، في آذار/مارس 2004.

Additional requirements are anticipated to arise in response to paragraph 5 of the resolution to provide for the participation of the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous peoples, and a member of the Permanent Forum on Indigenous Issues on the above basis, in the amount of $28,000 for the biennium.

78. 44. At the time of adoption of the resolution by the Human Rights Council, the Council was informed that the participation of the Special Rapporteur on the Right to Freedom of Opinion and Expression in the panel will be absorbed within existing resources, as the Rapporteur was scheduled to present his annual report to the fourteenth session of the Human Rights Council.
44 - وكان مجلس حقوق الإنسان قد جرى إبلاغه عند قيامه باعتماد هذا القرار أن مشاركة المقرر الخاص المعني بالحق في حرية الرأي والتعبير في حلقة النقاش ستستوعب تكاليفها في إطار الموارد المتاحة، حيث أنه كان قد تقرر أن يقدم المقرر الخاص تقريره السنوي إلى الدورة الرابعة عشرة لمجلس حقوق الإنسان.

27. Should the draft resolution be adopted by the Council, the participation of the Special Rapporteur on the right to freedom of opinion and expression in the panel would be absorbed within existing resources, as he is scheduled to present his annual report to the Council at its fourteenth session.
27- وفي حـال اعتمـد المجلس مشروع القرار، فإن تكاليف مشاركة المقرر الخاص المعني بالحق في حرية الرأي والتعبير في حلقة النقاش سيجري استيعابها في نطاق الموارد القائمة، إذ من المقرر أن يعرض تقريره السنوي على المجلس في دورته الرابعة عشرة.

Ms. Chenoweth (Director, Liaison Office of the Food and Agriculture Organization of the United Nations (FAO)) said that she appreciated the participation of the Special Rapporteur on the right to food in the elaboration of the Voluntary Guidelines (to support the progressive realization of the right to adequate food in the context of national food security), adopted by the FAO Council in 2004.

OHCHR supported the participation of the Special Rapporteur in the following meetings where the issue of defamation of religion was discussed: (a) " The Rise in Islamophobia: The New European Challenge in the Fight against Racism and Discriminations " , held in Paris on 18 January 2007; (b) " World Civilization or the Clash of Civilizations " , held in London on 20 January 2007.
39- ودعمت المفوضية مشاركة المقرر الخاص في الاجتماعين التاليين اللذين ناقشا مسألة تشويه صورة الدين: (أ) " تصاعد ظاهرة الخوف من الإسلام: التحدي الأوروبي الجديد في مكافحة العنصرية والتمييز " ، المعقود في باريس في 18 كانون الثاني/يناير 2007؛ و(ب) " حضارة عالمية أو تصادم الحضارات " ، المعقود في لندن، في 20 كانون الثاني/يناير 2007.
