The Berlin Mandate provides that " the process will include in its early stages an analysis and assessment, to identify possible policies and measures for Annex I Parties which could contribute to limiting and reducing emissions by sources and protecting and enhancing sinks and reservoirs of greenhouse gases.
١٠- تنص الولاية المعتمدة في برلين على أن " العملية ستشتمل، في مراحلها اﻷولى، على تحليل وتقييم بهدف تحديد السياسات والتدابير الممكنة بالنسبة لﻷطراف المدرجة في المرفق اﻷول التي من شأنها أن تسهم في تقييد وخفض الانبعاثات بحسب المصادر وحماية وتحسين مصارف وخزانات غازات الدفيئة.

The process will include in its early stages an analysis and assessment, to identify possible policies and measures for Annex I Parties which could contribute to limiting and reducing emissions by sources and protecting and enhancing sinks and reservoirs of greenhouse gases.

Each Party listed in Annex A shall prepare a National Action Plan (NAP) to facilitate implementation of its commitments under Article 4, which shall include national policies and measures for the mitigation of climate change, aimed at limiting anthropogenic emissions of greenhouse gases and protecting and enhancing greenhouse gas sinks and reservoirs.

Pursuant to Article 4, Clause 2, paragraph (a) of the Convention on Climate Change, Parties shall adopt national policies and take corresponding measures on the mitigation of climate change, by limiting its anthropogenic emissions of greenhouse gases and protecting and enhancing its greenhouse gas sinks and reservoirs.

(a) Identifying policies and measures for Annex I Parties which will contribute to limiting and reducing emissions by sources and protecting and enhancing sinks and reservoirs of greenhouse gases and will identify environmental and economic impacts and the results that could be achieved with regard to time horizons such as 2005, 2010 and 2020;

Each of the Parties to the Climate Change Convention “shall ... take ... measures on the mitigation of climate change, by ... protecting and enhancing its greenhouse gas sinks and reservoirs” (UNFCCC, article 4.2(a)).
