The Organization has been continuing its customs capacity-building activities, in particular through its Columbus Programme, benefiting over 20 landlocked developing countries, which aims at the full implementation of the SAFE Framework of Standards to Secure and Facilitate Global Trade, as well as other international best practices in the area of customs administration.

(d) To address the requirements of physical security of the international supply chain, which undoubtedly affects the transit transport operations of landlocked developing countries' trade, the recently adopted the WCO Framework of Standards to Secure and Facilitate Global Trade is for the time being the only global reference in this field;

In this context, in line with the recommendations set out in the World Customs Organization (WCO) SAFE Framework of Standards to Secure and Facilitate Global Trade, efforts have been made since 2007 to gradually integrate non-intrusive inspection equipment (such as X-ray machines) into the control mechanisms employed at the country's main ports of entry and exit in order to detect customs offences and terrorist threats (radiation).
