The General Committee took note of the provision contained in paragraph 48 of the memorandum by the Secretary-General dealing with the criteria for the granting of observer status in the General Assembly.

His delegation proposed that the Special Committee should be invited to give further consideration at its next session to the question of criteria for the granting of observer status in the General Assembly.

The Sixth Committee was uniquely qualified to consider the merits of requests for observer status; no one wanted to see its role reduced to rubber-stamping, especially as the criteria for the granting of observer status laid down in General Assembly decision 49/426 had already been blurred.
وأفاد بأن اللجنة السادسة مؤّهلة، بشكل فريد، للنظر في الأسس الموضوعية لطلبات منح مركز المراقب؛ وأن لا أحد يريد تقليص دورها إلى مجرد أداة تزكية، خاصة وأن معايير منح مركز المراقب الواردة في مقرر الجمعية العامة 49/426 قد اكتنفها الغموض فعلا.

The Committee decided to recommend to the General Assembly that the items proposed for consideration by the Sixth Committee, including item 160 (Question of criteria for the granting of observer status in the General Assembly), should be allocated to that Committee.

Mr. Kasymov (Kyrgyzstan), recalling the information provided in the statutory documents of the Cooperation Council of Turkic-speaking States, said that the Council met the criteria for the granting of observer status as set out in General Assembly decision 49/426.
