Under certain conditions and with certain exceptions, inspect vessels on the high sea and prohibit the provision of bunkering services to the Democratic People's Republic of Korea vessels if the State has information that provides reasonable grounds to believe their cargo contains prohibited items.

13. As called upon, deny permission to any aircraft to take off from, land in or overfly a State's territory if the State has information that provides reasonable grounds to believe that the aircraft contains prohibited items, except for emergency landing.
13 - على نحو ما دُعي إليه، رفض الإذن لأي طائرة بأن تقلع من أراضي الدولة أو أن تهبط فيها أو تحلق في أجوائها إذا كانت لدى الدولة المعنية معلومات توفر أساسا معقولا للاعتقاد بأن الطائرة تحوي أصنافا محظورة، إلا في حالات الهبوط الاضطراري.

The Ministry of Communications and Transport shall prohibit the provision of bunkering services, as well as the provision of fuel or the supply of that or other services, if it has information that provides reasonable grounds to believe that Iranian-owned or -contracted vessels, including chartered vessels, are carrying items the supply, sale, transfer, or export of which is prohibited by the relevant Security Council resolutions.

9. Clarifies that the measures imposed by resolutions 1718 (2006) and 1874 (2009) prohibit the transfer of any item if a State relevant to a transaction has information that provides reasonable grounds to believe that a designated individual or entity is the originator, intended recipient or facilitator of the item's transfer;

The Panel notes that paragraph 18 of resolution 2094 (2013) now calls upon Member States to deny permission to any aircraft to take off from, land or overfly their territory, if they have information that provides reasonable grounds to believe that the aircraft contains prohibited items and will be alert to reports of such occurrences.
