25. The Committee welcomes the State party's various initiatives to promote and strengthen knowledge about the Convention, including at the local level, but it is concerned that its awareness-raising campaigns and training activities are insufficient to reach all parts of the country, including rural and remote areas, and to cover all persons working with or for children.

19. While welcoming that training on child rights is provided to all judges of Montenegro and to other professionals working for and with children, the Committee regrets that such training does not reach all professionals working with or for children.

25. The Committee recommends that the State party strengthen its efforts to ensure that professionals working with or for children are adequately and systematically trained on children's rights, in particular teachers, school administrators, law enforcement officers, staff at the Office of the Ombudsman, Women and Children's Protection Units and the Ministry of Gender Equality and Child Welfare, journalists and civil society organizations.
25- توصي اللجنة الدولة الطرف بتكثيف جهودها لضمان تلقي المهنيين العاملين مع الأطفال أو من أجلهم تدريباً مناسباً ومنتظماً على حقوق الطفل، وبخاصة الأساتذة والقائمون على المدارس والموظفون المكلفون بإنفاذ القوانين وموظفو مكتب أمين المظالم، ووحدات حماية النساء والأطفال ووزارة المساواة بين الجنسين ورعاية الطفل، والصحفيون ومنظمات المجتمع المدني.

27. The Committee further recommends that the State party continue to develop and strengthen ongoing training programmes on human rights, including children's rights, for all persons working with or for children (e.g. prosecutors, judges, lawyers, law enforcement officials, civil servants, local government officials, teachers, social workers, health personnel and especially children themselves).
27- كما توصي اللجنة الدولة الطرف بمواصلة وضع وتدعيم برامج تدريبية متواصلة تُعنى بحقوق الإنسان، بما يشمل حقوق الأطفال، لجميع الأشخاص العاملين مع الأطفال أو من أجلهم (أعضاء النيابة العامة، القضاة، المحامون، الموظفون المكلفون بإنفاذ القانون، الموظفون المدنيون، موظفو الحكم المحلي، المدرسون، الأخصائيون الاجتماعيون، العاملون في المجال الصحي وخاصة الأطفال أنفسهم).

(m) To develop and implement policies and programmes to promote the creation by public authorities, parents, guardians, other caregivers and other adults working with or for children of a safe and enabling environment based on trust, informationsharing, the capacity to listen and sound guidance that is conducive to the informed and voluntary participation of children, including in decisionmaking processes;

CRC recommended the establishment of mechanisms to identify the extent of violence, sexual abuse, neglect, maltreatment and exploitation, including within the family, in schools, penal institutions and care institutions; the provision of access and adequate services for recovery, counselling and reintegration; and the establishment of a system of mandatory reporting for professionals working with or for children.
