All States parties to the Treaty have an inalienable right to undertake research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
ولجميع الدول الأطراف في المعاهدة حق غير قابل للتصرف يجيز لها إجراء البحوث بشأن الطاقة النووية وإنتاجها واستخدامها للأغراض السلمية دونما تمييز وبما يتفق مع المواد الأولى والثانية والثالثة من المعاهدة.

No one wished to deny the country's legitimate right to peaceful nuclear energy; but such rights were not unconditional: they must be in conformity with articles I, II and III of the Treaty.
ولا أحد يُنكر حق البلد المشروع في استخدام الطاقة النووية لأغراض سلمية، لكن هذه الحقوق مشروطة بأن تكون متفقة مع المواد الأولى والثانية والثالثة من المعاهدة.

Article IV: New Zealand reaffirms the inalienable right of States parties to peaceful nuclear technology, as long as it is exercised in conformity with articles I, II and III of the Treaty.

وتؤكد المجموعة في هذا السياق من جديد على أنه ليس في المعاهدة ما ينبغي تفسيره على أنه ينطوي على مساس بالحق غير القابل للتصرف لجميع الدول الأطراف في المعاهدة في تطوير البحوث وإنتاج واستخدام الطاقة النووية للأغراض السلمية دون تمييز وعلى نحو يتماشى مع المواد الأولى والثانية والثالثة من المعاهدة.

States signatories to the Treaty had agreed that their nuclear activities must be in conformity with articles I, II and III, and article IV did not protect States that had violated the non-proliferation provisions from the consequences of such a violation.
فقد وافقت الدول الموقِّعة على المعاهدة على وجوب أن تكون أنشطتها النووية متفقة مع المواد الأولى والثانية والثالثة، وأن المادة الرابعة لا تحمي الدول التي انتهكت أحكام عدم الانتشار من عواقب هذا الانتهاك.

As demand for energy was likely to increase substantially, particularly in the developing world, proliferation concerns should not undermine the right of states parties to develop, research, produce and use nuclear energy in conformity with articles I, II and III of the Treaty.

3. Nothing in the Treaty shall be interpreted as affecting the inalienable right of all the States parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
3 - ولا يجوز تفسير أي شيء في المعاهدة على أنه يمس بحق جميع الدول الأطراف في المعاهدة غير القابل للتصرف في إجراء بحوث بشأن الطاقة النووية وإنتاجها واستخدامها للأغراض السلمية دون تمييز وبما ينسجم مع المواد الأولى والثانية والثالثة من المعاهدة.

1. The States parties reaffirm the importance they attach to ensuring the exercise of the inalienable rights of all the parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
١ - تؤكد الدول الأطراف مجددا الأهمية التي تعلقها على ضمان ممارسة الحقوق غير القابلة للتصرف لجميع الدول الأطراف في المعاهدة في تطوير البحوث بشأن الطاقة النووية، وفي إنتاجها واستخدامها في الأغراض السلمية دون تمييز، وبما يتمشى مع المواد الأولى والثانية والثالثة من المعاهدة.

37. The Conference reaffirms that nothing in this Treaty shall be interpreted as affecting the inalienable right of all the parties to the Treaty to develop research, production capacity and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
37 - ويعيد المؤتمر تأكيد أنه لا يمكن تفسير أي شيء في هذه المعاهدة بما يؤثر تأثيرا سلبيا على الحق غير القابل للتصرف لجميع الدول الأطراف في المعاهدة في تطوير البحوث بشأن الطاقة النووية، وفي إنتاجها واستخدامها في الأغراض السلمية دون تمييز، وبما يتمشى مع المواد الأولى والثانية والثالثة.

2. The 1995 decision on principles and objectives for nuclear non-proliferation and disarmament affirmed the importance that should be attached to ensuring the exercise by all the parties to the Treaty of the use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
2 - وأكد مقرر عام 1995 بشأن مبادئ وأهداف عدم الانتشار ونزع السلاح النوويين أهمية كفالة ممارسة جميع الأطراف في المعاهدة لحقها في استخدام الطاقة النووية في الأغراض السلمية دون تمييز وبما يتفق مع المواد الأولى والثانية والثالثة من المعاهدة.

9. The Conference requests that the Zangger Committee and any other supplier arrangement should continue to take appropriate measures to ensure that the export guidelines formulated by them do not hamper the development of nuclear energy for peaceful uses by States Parties, in conformity with articles I, II, III and IV.
9 - ويطلب المؤتمر أن تواصل لجنة زانغر، وأي ترتيب آخر بين الموردين، اتخاذ التدابير المناسبة لضمان ألا تؤدي المبادئ التوجيهية للتصدير التي حددتها إلى إعاقة تطوير الدول الأطراف للطاقة النووية لاستخدامها في الأغراض السلمية، تمشيا مع المواد الأولى والثانية والثالثة والرابعة.

51. Reaffirm the inalienable rights of the Member States of the Zone to engage in research, production and use of nuclear energy for peaceful purposes without discrimination in conformity with articles I, II, III of the Nuclear Non-proliferation Treaty;
51 - نؤكد من جديد الحقوق غير القابلة للتصرف للدول الأعضاء في المنطقة بإجراء بحوث بشأن الطاقة النووية للأغراض السلمية، وإنتاجها واستعمالها دون تمييز، تمشيا مع المواد الأولى والثانية والثالثة من معاهدة حظر انتشار الأسلحة النووية؛

15. Like other States, Austria exercises the inalienable right under article IV to develop research, production and use of nuclear energy for peaceful purposes in conformity with articles I, II and III of the Treaty, while respecting the corresponding rights of other States.
15 - تمارس النمسا، كغيرها من الدول، الحق غير القابل للتصرف الذي تخوّله لها المادة الرابعة، في تطوير أبحاث الطاقة النووية وإنتاجها واستخدامها في الأغراض السلمية بما يتفق مع المواد الأولى والثانية والثالثة من المعاهدة، مع احترام الحقوق المماثلة للدول الأخرى.

3. The Vienna Group recognizes the inalienable right of all States parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with articles I, II and III of the Treaty.
3 - وتسلم مجموعة فيينا بما لجميع الدول الأطراف في المعاهدة من حقٍ غير قابل للتصرف يجيز لها إجراء البحوث بشأن الطاقة النووية وإنتاجها واستخدامها للأغراض السلمية دونما تمييز وبما يتفق مع المواد الأولى والثانية والثالثة من المعاهدة.
