I take this opportunity to inform you that the Yugoslav side has been ready to and interested in continuing cooperation with CSCE on an equal footing, as we have stated on numerous occasions.
وأود أن اغتنم هذه الفرصة لكي أبلغكم بأن الجانب اليوغوسلافي ما زال مستعدا ومهتما بمواصلة التعاون مع مؤتمر اﻷمن والتعاون في أوروبا على قدم المساواة، على نحو ما أشرنا إليه في مناسبات عديدة.

As to the question of the continued acceptance of the CSCE missions of long duration by the Federal Republic of Yugoslavia, let me point out once again that the Yugoslav Government is willing and ready to continue to cooperate with CSCE, but only as an equal partner.
وفيما يتعلق بمسألة استمرار قبول جمهورية يوغوسلافيا الاتحادية للبعثات الطويلة اﻷمد التابعة لمؤتمر اﻷمن والتعاون في أوروبا، اسمحوا لي أن أبين مرة أخرى أن حكومة يوغوسلافيا راغبة ومستعدة لاستمرار التعاون مع مؤتمر اﻷمن والتعاون في أوروبا ولكن فقط كشريك على قدم المساواة.

I would like to assure the members of the Security Council that the Government of the Federal Republic of Yugoslavia is ready and willing to continue to cooperate with CSCE and its various missions.
وأود أن أؤكد ﻷعضاء مجلس اﻷمن استعداد حكومة جمهورية يوغوسلافيا الاتحادية ورغبتها في استمرار التعاون مع مؤتمر اﻷمن والتعاون في أوروبا ومع مختلف البعثات التابعة له.

This would contribute to achieving the purposes of the United Nations within the context of a regional division of labour with the CSCE.

Likewise, the small group of United Nations officials in Tajikistan will continue to implement its mandate and take concerted action with CSCE, the Office of the United Nations High Commissioner for Refugees and other international organizations and agencies in Tajikistan.
وبالمثل، ستواصل المجموعة الصغيرة من موظفي اﻷمم المتحدة في طاجيكستان تنفيذ ولايتها والقيام بعمل متضافر بالتعاون مع مؤتمر اﻷمن والتعاون في أوروبا ومكتب مفوض اﻷمم المتحدة السامي لشؤون اللاجئين وسائر المنظمات والوكالات الدولية اﻷخرى في طاجيكستان.

In early 1993, the Azerbaijani side succeeded with difficulty in including into the terms of reference of the advance Monitoring Group of CSCE of the provision on carrying out identification and withdrawal from the territory of our State of all foreign military personnel in cooperation with CSCE or any other competent international organization.

وفي تلك اﻷثناء، ستواصل المجموعة الصغيرة من موظفي اﻷمم المتحدة في طاجيكستان تنفيذ ولايتها واتخاذ إجراءات ملموسة مع مؤتمر اﻷمن والتعاون في أوروبا ومفوضية اﻷمم المتحدة لشؤون اللاجئين وسائر المنظمات والوكالات الدولية في طاجيكستان.

The decisions taken by the Government in Belgrade is a further setback in its relations with the CSCE.
كما أن القرارات التي اتخذتها الحكومة في بلغراد تشكل نكسة أخرى في علاقاتها مع مؤتمر اﻷمن والتعاون في أوروبا.

This is increasingly the case in the European experience, as the United Nations has during the past year strengthened its cooperation with regional organizations in our region, in particular with the CSCE.
وينسحب هذا على نحو متزايد على الحالة في التجربة اﻷوروبية حيث عززت اﻷمم المتحدة في العام الماضي تعاونها مع المنظمات اﻹقليمية في منطقتنا وبصفة خاصة مع مؤتمر اﻷمن والتعاون في أوروبا.

Consequently, the termination of the mission's work in the Federal Republic of Yugoslavia did not come about as an attempt to hide facts, but on the basis of the legitimate request of the Federal Republic of Yugoslavia to maintain cooperation with the CSCE on the footing of equality, which was rejected by the CSCE.
وبالتالي فإن إنهاء أعمال اللجنة في جمهورية يوغوسلافيا الاتحادية لم يجىء كمحاولة ﻹخفاء الحقائق، بل استنادا إلى الطلب المشروع لجمهورية يوغوسلافيا الاتحادية للحفاظ على التعاون مع مؤتمر اﻷمن والتعاون في أوروبا على قدم المساواة، اﻷمر الذي رفضه المؤتمر.

In conclusion, I would like to repeat once again the readiness of the Federal Republic of Yugoslavia to fully cooperate with the CSCE, to enter into substantial dialogue on all questions, including those on the renewal of the mandate of the Missions of Long Duration on the basis of equality and with a view to normalizing the relations with the CSCE.
وختاما، أود أن أكرر مرة أخرى استعداد جمهورية يوغوسلافيا الاتحادية للتعاون تعاونا كاملا مع مؤتمر اﻷمن والتعاون في أوروبا ولمباشرة حوار موضوعي حول جميع المسائل، بما في ذلك المسائل المتعلقة بتجديد ولاية البعثات الطويلة اﻷجل على أساس المساواة سعيا الى تطبيع العلاقات مع مؤتمر اﻷمن والتعاون في أوروبا.

The prerequisites for such support exist and are being created. They include commitments on a bilateral and multilateral basis and the resolutions of the United Nations General Assembly on assistance to countries with economies in transition, as well as our participation in cooperation with the CSCE based on one of the components of the concept of global security, namely, the economic dimension.
إن الشروط اللازمة لتقديم هذا التأييد متوفرة فعلا ويجري زيادة توفيرها وهي تشمل: التزامات على الصعيدين الثنائي ومتعدد اﻷطراف، كما تشمل صدور قرارات الجمعية العامة لﻷمم المتحدة بشأن تقديم المساعدة الى البلدان التي تمر اقتصاداتها بمرحلة انتقالية، ومشاركتنا بالتعاون مع مؤتمر اﻷمن والتعاون في أوروبا استنادا الى أحد مقومات مفهوم اﻷمن العالمي أي البعد الاقتصادي.
