It appears that since the Government of Iraq has finally accepted the food for oil formula there has been an improvement in the enjoyment of the rights to food and health care for Iraqi citizens.
ويبدو أنه منذ أن وافقت حكومة العراق في نهاية اﻷمر على صيغة " الغذاء مقابل النفط " طرأ تحسن على تمتع المواطنين العراقيين بالحق في الغذاء والرعاية الصحية.

In this connection, the Special Rapporteur takes note of recent reports indicating some willingness on the part of the Government of Iraq to discuss the modalities of activating the " food for oil " formula available through Security Council resolutions 706 (1991) and 712 (1991), and he expresses the hope that any new discussions will not flounder again on the matter of supervision.

In order to move ahead with the " food for oil " formula available pursuant to Security Council resolution 986 (1995), on 18 January 1996, the Secretary-General addressed a letter to Iraqi Deputy Minister Tariq Aziz inviting the Government of Iraq to start discussion on the implementation of the resolution.
٦٥ - وللمضي قدما بصيغة " الغذاء مقابل النفط " المتاحة عملا بقرار مجلس اﻷمن ٩٨٦ )١٩٩٥(، قام اﻷمين العام في ١٨ كانون الثاني/يناير ١٩٩٦ بتوجيه رسالة إلى طارق عزيز، نائب رئيس الوزراء العراقي يدعو فيها حكومة العراق إلى بدء مناقشة بشأن تنفيذ القرار.

In this context, it is noted with grave concern that, according to the report of the Secretary-General of 10 March 1997 (S/1997/206), Security Council resolution 986 (1995) and the memorandum of understanding, which are meant to provide for the delivery of humanitarian goods in exchange for oil, have still not been fully implemented.

(m) That, especially in view of the extremely serious lack of food and medicine in the country, the Government of Iraq immediately act to take advantage of the " food for oil " formula provided in Security Council resolutions 706 (1991) and 712 (1991) which, as the Secretary-General has confirmed, would enable the Government to purchase hundreds of millions, if not billions, of dollars worth of urgently needed foodstuffs and medical supplies;

Given the situation, the Special Rapporteur thus welcomed, in his most recent report to the General Assembly, the signing on 20 May 1996 of a memorandum of understanding (MOU) between the United Nations and the Government of Iraq on the practical arrangements for the implementation of Security Council resolution 986 (1995), i.e. offering “food for oil”.
