In its resolutions 59/273 and 59/274 of 23 December 2004, the General Assembly requested the Secretary-General, in consultation with the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia to submit proposals on ways to ameliorate the staffing situation at the Tribunals in the context of the proposed budget for the biennium 2006-2007.

The role of the Advisory Group on Finance is considered to be particularly important, as it can provide analyses of funding gaps among the forest-related funding mechanisms, including those of the Rio Conventions, and provide proposals on ways to strengthen existing forest-related financing mechanisms, enhance coordination among them, and improve access to their resources.
