10. At the third session of the Commission, an open-ended ad hoc Intergovernmental Panel on Forests was established, 4/ with the mandate to pursue consensus and formulation of coordinated proposals for action aimed at combating deforestation and forest degradation and promoting management, conservation and sustainable development of all types of forests.
١٠ - وفي الدورة الثالثة للجنة، أنشئ فريق حكومي دولي مفتوح باب العضوية مخصص للغابات، وتتمثل ولايته في السعي إلى تحقيق توافق آراء ووضع مقترحات منسقة لﻹجراءات التي تستهدف مكافحة إزالة الغابات وتدهورها وتعزيز إدارة جميع أنواع الغابات وحفظها وتنميتها المستدامة.

By its decision 1995/226, the Economic and Social Council decided, upon the recommendation of the Commission on Sustainable Development, to approve the establishment of an open-ended ad hoc intergovernmental panel on forests. The Panel is to pursue consensus and formulate coordinated proposals for action towards the management, conservation and sustainable development of all types of forests.

21. To pursue consensus and formulation of coordinated proposals for action, the Working Group suggested that the Commission, at its third session, consider the establishment of an open-ended intergovernmental panel on forests, under the aegis of the Commission.
