4.3 The State party contends that article 19 (3) of the Covenant does not support the author's claim of a violation, because under that provision the exercise of the rights protected carries with it special duties and responsibilities and may be subject to restrictions provided by law which are necessary for the respect of the rights or reputations of others.

6.4 In this regard, the Committee recalls its general comment No. 25 (1996) on the right to participate in public affairs, voting rights and the right of equal access to public service, according to which the exercise of the rights protected by article 25 may not be suspended or excluded except on grounds which are established by law and which are objective and reasonable.
