74. The representative of Colombia expressed concern about the scaling-down of activities, in particular technical-assistance-related activities, because of budgetary constraints and strongly supported the appeals by the secretariat for donations to the Trust Fund.

31. The representative of Colombia said that in her country the Ministry of Labour had been reinstated and strengthened (it had formerly been a part of the Ministry of Health).

The representative of Colombia drew attention to a conference room paper it circulated containing a draft decision on oceans, which aimed to highlight the increasing need for holistic, integrated management of ocean resources.

22. The representative of Colombia, responding to the comments made by the representative of the United States of America, said that the relatively limited attendance of developing beneficiary countries in the Group of Experts was due, in large measure, to the fact that many of these countries could not afford to finance the participation of experts from their capitals.
٢٢- وردا على تعليقات ممثل الولايات المتحدة اﻷمريكية ، قالت ممثلة كولومبيا إن المحدودية النسبية لوجود البلدان النامية المستفيدة في فريق الخبراء ناجمة إلى حد بعيد عن كون العديد من هذه البلدان لا يستطيع تمويل ايفاد خبراء من عواصمها للمشاركة في الفريق.

312. The representative of Colombia agreed with the formulation of articles 3 and 31 and supported the present wording, as the articles duly clarified the concept of self-determination being applied in Colombia with respect to the internal autonomy of indigenous peoples, self-government and self—determination.
٢١٣- ووافقت ممثلة كولومبيا على صياغة المادتين ٣ و١٣، وأيدت النص القائم ﻷن المادتين أوضحتا على نحوٍ وافٍ مفهوم تقرير المصير المطبﱠق في كولومبيا بالنسبة للاستقلال الداخلي للشعوب اﻷصلية وللحكم الذاتي ولتقرير المصير.

53. Ms. Šimonović, referring to the explanation given by the representative of Colombia concerning the use of the terms " equity " and " equality " , pointed out that all the substantive articles of the Convention spoke of gender equality, which meant equal rights for women and men.

Mr. FERNANDEZ (Cuba), endorsing the statement made by the representative of Colombia, said that it was very important that the report of the Working Group should be issued promptly, since the non-aligned countries needed it to prepare a draft resolution on the right to development and to begin their consultations on that subject.
