The Chairman of the Committee drew the attention of the Committee to a note by the Secretary-General transmitting the views of the staff representatives of the United Nations Secretariat (A/C.5/63/3, A/C.5/63/3/Add.1 and A/C.5/63/3/Add.2).

Mr. Kisambira (President of the United Nations Staff Union) said that he welcomed the opportunity to present the views of the United Nations Staff Union on human resources management, as set out in the report on views expressed by the staff representatives of the United Nations Secretariat (A/C.5/63/3/Add.2).

32. The Advisory Committee notes that, as indicated in paragraph 69 of the note by the Secretary-General containing the views of the staff representatives of the United Nations Secretariat (A/C.5/63/3/Add.2), the United Nations Staff Union in New York and the Staff Coordinating Council in Geneva have withdrawn from participation in the Staff-Management Coordination Committee.

As indicated in paragraphs 28 and 29 of the note by the Secretary-General transmitting the views of the staff representatives of the United Nations Secretariat (A/C.5/59/4), a resolution adopted at an extraordinary general meeting in April 2003 expressed no confidence among the staff at large in the central review bodies and requested an immediate withdrawal of the Union's support for those bodies.

67. The Staff Union reiterates its position as stated in paragraph 25 of the note by the Secretary-General on the views of the staff representatives of the United Nations Secretariat on human resources reforms (A/C.5/59/4), and as agreed at the twenty-sixth session of SMCC, that the introduction of a continuing contract would be in addition to, and not a replacement for, career appointments.
67 - ويؤكد اتحاد الموظفين مرة أخرى موقفه المبين في الفقرة 25 من مذكرة الأمين العام عن آراء ممثلي موظفي الأمانة العامة للأمم المتحدة بشأن إصلاح إدارة الموارد البشرية (A/C.5/59/4) والذي جاء فيه أن العقد المستمر ينبغي أن يكون إضافة إلى التعيينات المستمرة وليس بديلا لها، وذلك على نحو ما تم الاتفاق عليه في الدورة السادسة والعشرين للجنة التنسيق بين الموظفين والإدارة.

Mr. Kisambira (President of the United Nations Staff Union) said that he welcomed the opportunity to present the views of the United Nations Staff Union, the Field Staff Union and the Staff Coordinating Council of the United Nations Office at Geneva on administration of justice, as set out in the report on views of the staff representatives of the United Nations Secretariat (A/C.5/63/3/Add.2).
