The type II gratis personnel is responsible for the coordination of HIV/AIDS activities at ECA, as well as the follow-up to the African Development Forum 2000, at which HIV/AIDS was recognized as a threat not only to social development but also to economic growth in Africa.

Furthermore, the Office oversees special initiatives such as the African Development Forum, Partners Forum, the mutual accountability process, and the Africa/Organization for Economic Cooperation and Development high-level policy forums designed to reinforce the work of the Commission and thus provide further impetus to Africa's development agenda.
