وذكر، أخيراً، أن المطالبة بمعايير لتنفيذ مشروع القرار يضعها المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكراهية الأجانب وما يتصل ذلك من تعصُّب يقوّض الولاية الشاملة ونظام التقارير الكافية للمقرر والذي يقتضي من المقرر الخاص أن يقدّم تقارير منتظمة إلى مجلس حقوق الإنسان وإلى الجمعية العامة.
