2. However, the Great Lakes region of Central Africa continued to present UNHCR with challenges that were unprecedented in the history of that Office, and which left little space for any meaningful exercise of its international protection role.

In light of the chronic insecurity and protracted conflicts fuelled, in part, by the widespread proliferation of small arms and light weapons, Interpol, in cooperation with the Office of the Prosecutor of the International Criminal Court, developed the analytical project " Silaha " , focusing on illicit arms trafficking in the Great Lakes region of Central Africa.
