104. In order to assist Member States to strengthen the independence of lawyers and the legal profession, the Special Rapporteur submits the recommendations set out below.

Furthermore, in its resolution 6/4 on the implementation of the provisions on technical assistance of the Organized Crime Convention, the Conference noted that technical assistance was a fundamental part of the work carried out by UNODC to assist Member States in the effective implementation of the Convention and its Protocols.

With regard to implementation of paragraph 6 of the resolution, $100,000 was received in October 2014 for the procurement of new psychoactive substances reference standards, to assist Member States in the identifying and detection of new psychoactive substances.

The Container Control Programme, implemented jointly with the World Customs Organization to assist Member States in combating illicit trafficking and cross-border organized crime, expanded worldwide; 17 countries now have operational units.

10. The Group also recommended measures to assist Member States to build capacity to submit meaningful reports, including on small arms and light weapons, and adjusted the standardized reporting forms.
