39. The Committee decided further to use PAREs or other appropriate conversion rates as part of the preparation for the next scale based on the revised criteria referred to in paragraph 23 of the present report.

In the meantime, it agreed that MERs should be used for the purposes of the scale, except where this causes excessive fluctuations or distortions in the income of some Member States, when PAREs or other appropriate conversion rates should be employed.

His delegation supported the recommendation of the Committee on Contributions that market exchange rates should be used in determining the scale of assessments for the period 2007-2009, but should be replaced by price-adjusted rates of exchange or other appropriate conversion rates in cases where they would result in excessive fluctuations or distortions in reported national incomes.

3. As part of its review process, the Committee on Contributions considered whether MERs resulted in excessive fluctuations or distortions in the income of particular Member States, for possible replacement with price-adjusted rates of exchange (PAREs) or other appropriate conversion rates.
