Paragraph 1 of article 14 of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal states:
7 - تنص الفقرة 1 من المادة 14 من اتفاقية بازل بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود على الآتي:

Recalling the financial provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants,
وإذ يشير إلى الأحكام المالية لكل من اتفاقية بازل بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود، واتفاقية روتردام المتعلقة بتطبيق إجراء الموافقة المسبقة عن علم على مواد كيميائية ومبيدات آفات خطرة معينة متداولة في التجارة الدولية، واتفاقية ستكهولم بشأن الملوثات العضوية الثابتة،

Paragraph 6 of Article 15 of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal provides the following:
1 - تنصّ الفقرة 6 من المادة 15 من اتفاقية بازل بشأن التحكُّم في نقل النفايات الخطرة والتخلُّص منها عبر الحدود على ما يلي:

Waste containing CNs is characterized as hazardous waste under Annex VIII of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.
ج) تصنيف النفايات المحتوية على النفثالينات على أنها من النفايات الخطرة بموجب المرفق الثامن من اتفاقية بازل بشأن التحكم في انتقال النفايات الخطرة والتخلص منها عبر الحدود.

It also constitutes illegal traffic of hazardous waste according to article 9 of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, and is thus a violation of article 3 of Law 24.051 and its Regulatory Decree No. 831/93 and article 1 of Decree 181/92.
كما أنه يشكل اتجاراً غير مشروع في النفايات الخطرة وفقاً للمادة 9 من اتفاقية بازل بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود، ومن ثم ينتهك المادة 3 من القانون 24.051 ومرسومه التنظيمي 831/93 والمادة 1 من المرسوم 181/92.

For instance, in article 4, paragraph 3, of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, it is stipulated that " [t]he Parties consider that illegal traffic in hazardous wastes or other wastes is criminal. "

(ج) المنظمات المشاركة في البرنامج المشترك بين المنظمات للإدارة السليمة للمواد الكيميائية وأمانة كل من اتفاقية بازل بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود، واتفاقية ستكهولم بشأن الملوثات العضوية الثابتة (المواد الخطرة في دورة حياة المنتجات الكهربائية والإلكترونية)؛

The Basel Convention requires Parties to take " all practicable steps to ensure that the hazardous wastes or other wastes are managed in a manner which will protect human health and the environment against the adverse effects which may result from such wastes. " (Article 2, para. 8 of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, Final Act).
٣٢١- تقتضي اتفاقية بازل من اﻷطراف أن تتخذ " جميع الخطوات العملية لضمان إدارة النفايات الخطرة أو النفايات اﻷخرى بطريقة تحمي الصحة البشرية والبيئية من اﻵثار المعاكسة التي قد تنتج عن هذه النفايات " . )المادة ٢، الفقرة ٨ من اتفاقية بازل بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود، الوثيقة الختامية(.

The OSPAR Commission has included PCN in the List of Chemicals for Priority Action (by June 2003) and waste containing PCN is characterized as hazardous waste under Annex VIII of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.
وقد أَدْرَجت لجنة أوسبار النفثالينات المتعددة الكلور في قائمة المواد الكيميائية التي تستأهل أولوية اتخاذ الإجراءات (وذلك في حزيران/يونيه 2003) ويجرى توصيف النفايات المشتملة على النفثالينات المتعددة الكلور بأنها نفايات خطرة طبقاً للمرفق الثامن من اتفاقية بازل بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود.
