It moreover deplores the fact that the Haitian military leaders have fostered and perpetuated in Haiti a political and security environment which prevents the President's return to Haiti as provided for in paragraph 9 of the Governors Island Agreement.

The objective was to provide, in accordance with paragraph 5 of the Governors Island Agreement, guidance and training to all levels of the Haitian police and to monitor its operations as well as to modernize the Armed Forces of Haiti through non-combat training and participation in engineering and medical assistance projects.

Advance elements of UNMIH would be deployed to Haiti as soon as possible after the deployment of the multinational or inter-American force and its main body would follow as soon as it was agreed that that force had succeeded in establishing a sufficiently secure and stable environment for work to begin on implementing the relevant provisions of the Governors Island Agreement.
وستوزع عناصر مسبقة من البعثة إلى هايتي في أقرب وقت ممكن بعد وزع القوة متعددة الجنسية أو القوة المشتركة بين البلدان اﻷمريكية، وسيعقب ذلك وزع قوامها الرئيسي بمجرد الاتفاق على أن القوة قد نجحت في تهيئة بيئة آمنة ومستقرة بما يكفي كي يبدأ العمل في تنفيذ اﻷحكام ذات الصلة من اتفاق جزيرة غفرنرز.

17. On 30 October 1993, the date on which the President of Haiti was to have returned to his country pursuant to paragraph 9 of the Governors Island Agreement, 7/ the President of the Security Council made a statement 8/ on behalf of the members of the Council, insisting on compliance with the Agreement, which remains in force as the only framework for the solution of the Haitian crisis.
١٧ - وفي ٣٠ تشرين اﻷول/اكتوبر ١٩٩٣، وهو اليوم الذي كان من المقرر أن يعود فيه رئيس جمهورية هايتي الى بلده عملا بالفقرة ٩ من اتفاق جزيرة غفرنرز)٧(، أدلى رئيس مجلس اﻷمن، بالنيابة عن أعضاء المجلس، ببيان)٨( أكد فيه إصرار المجلس على الامتثال للاتفاق الذي مازال نافذا بوصفه اﻹطار الوحيد لحل اﻷزمة في هايتي.

3. As indicated in the reports of the Secretary-General of 13 October 1993, 4/ 12 November 1993, 5/ 26 November 1993 6/ and 19 January 1994, 7/, the mandate entrusted to UNMIH by resolution 867 (1993) could not be implemented because of various developments in Haiti that constituted non-compliance by the Armed Forces of Haiti with the relevant provision of the Governors Island Agreement.
٣ - وكما تفيد تقارير اﻷمين العام المؤرخة ١٣ تشرين اﻷول/أكتوبر ١٩٩٣)٤( و ١٢ تشرين الثاني/نوفمبر ١٩٩٣)٥( و ٢٦ تشرين الثاني/نوفمبر ١٩٩٣)٦( و ١٩ كانون الثاني/يناير ١٩٩٤)٧(، لم يكن من الممكن تنفيذ الولاية الموكلة للبعثة بموجب القرار ٨٦٧ )١٩٩٣( بسبب مختلف التطورات التي جرت في هايتي والتي تشكل عدم امتثال القوات المسلحة في هايتي لﻷحكام ذات الصلة من اتفاق جزيرة غفرنرز.

It is suggested in the present report that the Council might turn for this purpose either to a group of like-minded Member States or to OAS, who, if they so agreed, would be authorized by the Council to establish a multinational or inter-American force to help create a secure and stable environment and implement the relevant provisions of the Governors Island Agreement (option two).
