As for the European Union, a major development partner, official discussions are under way in the context of the dialogue under article 96 of the Cotonou Agreement, with the objective of normalizing relations between the European Commission and the transitional authorities.
أما على مستوى الاتحاد الأوروبي، الذي يمثّل أحد أهم الشركاء الإنمائيين، فالمناقشات الرسمية جارية في إطار الحوار القائم بموجب المادة 96 من اتفاق كوتونو بغية تطبيع العلاقات بين المفوضية الأوروبية والسلطات الانتقالية.

In that context, on 14 April it opened consultations with the European Union, in conformity with article 96 of the Cotonou Agreement of partnership linking that organization to the African, Caribbean and Pacific Group of States.

11. Meanwhile, on 18 July, the Council of the European Union announced the conclusions of the consultations opened on 29 March with the Government of Guinea-Bissau under article 96 of the Cotonou Agreement.

140. In December 2001 the European Union initiated consultations under article 96 of the Cotonou Agreement following its decision in June 2001 to suspend its aid, totalling $42 million, because of " worsening conditions " in the country.

The task force noted problems of coherence among the various complex European Union and European Commission policies, particularly with regard to how to deal with human rights and transparency in the context of the political dialogue under article 8 of the Cotonou Agreement and the conclusion of economic partnership agreements.

14. The Government of Guinea-Bissau has recently concluded discussions with the European Commission, its principal development partner, on article 96 of the Cotonou Agreement.3 The way is now clear for the European Union to provide budget support and development assistance to Guinea-Bissau.

However, UNIOGBIS will have to adapt its support to the evolving political context, in particular the ECOWAS-Community of Portuguese-speaking Countries partnership, the Angolan, Brazilian and Portuguese missions on security sector reform, and the resumption of full European Union cooperation with Guinea-Bissau following ongoing consultations under article 96 of the Cotonou Agreement.
