Finally, the Chair stressed that it was important that the secretariat receive valid written consent from Parties that had expressed their intention to be included in Annex B to the Kyoto Protocol in relation to the second commitment period, and for valid credentials to be received from at least two thirds of the parties to the Kyoto Protocol.
