The Committee recommends that the State party continue and strengthen its efforts to implement article 12 of the Convention and promote child participation.

But the Court denied that there was any separate wrongful act of a systematic kind involved. It was simply that Ireland was entitled to complain of a practice made up by a series of breaches of article 7 of the Convention, and to call for its cessation.

It calls on the Government to take a holistic view of women's health, in line with the Committee's general recommendation 24 relating to article 12 of the Convention, and to put in place measures to ensure women's mental and psychological well-being.

It also recommends that the State party improve the design of the temporary special measures in accordance with article 4, paragraph 1, of the Convention and monitor their application.
وتوصي اللجنة أيضا بأن تحسّن الدولة الطرف تصميم التدابير الاستثنائية الخاصة وفقا للفقرة 1 من المادة 4 من الاتفاقية وأن ترصد تطبيقها.

It wishes to draw the attention of the State party to the fact that reporting is an obligation under article 9 of the Convention and that non-compliance in this regard creates serious obstacles to the effective functioning of the monitoring system set up by the Convention.

226. The Committee recommends that the State party fully comply with article 4 of the Convention and register statistics on racially motivated crimes.

290. Members suggested that Guatemala consider making the declaration under article 14 of the Convention and consider accepting the amendment to article 18, paragraph 6, of the Convention concerning the financing of the expenses of the members of the Committee.
٢٩٠ - واقترح اﻷعضاء أن تنظر غواتيمالا في أمر إصدار اﻹعلان المطلوب في المادة ١٤ من الاتفاقية وأن تنظر أيضا في أمر القبول بتعديل الفقرة ٤ من المادة ١٨ من الاتفاقية بشأن تمويل نفقات أعضاء اللجنة.

The Committee recommends that the State party review its legislation and administrative measures to ensure that article 3 of the Convention is duly reflected therein and that this principle is taken into account when administrative, policy, court or other decisions are made.
