31. CRC expressed concern at the widespread incidence of child abuse and neglect in all its forms and the lack of specific legislation to protect children from abuse and neglect.
31- وأعربت لجنة حقوق الطفل عن قلقها إزاء انتشار حالات الاعتداء على الأطفال وإهمالهم بجميع أشكالها وعدم وجود تشريع معين لحماية الطفل من الاعتداء والإهمال.

The Committee emphasizes that child protection must begin with proactive prevention of all forms of violence and that prerogatives of the parents should in no way undermine children's right to be protected from abuse and neglect.

The Committee encourages the State party to review its legislation, programmes and policies so as to promote the equal sharing of parental responsibility, discourage the practice of polygamy, and ensure adequate protection of children from abuse and neglect even when it may involve the need to separate children from their parents against their will.
543- وتشجع اللجنة الدولة الطرف على استعراض تشريعها وبرامجها وسياساتها لتعزيز المساواة في تقاسم مسؤوليات الآباء، والإثناء عن ممارسة تعدد الزوجات، وتأمين حماية كافية للأطفال من الاعتداء والإهمال حتى عندما يتطلب الأمر فصل الأطفال عن آبائهم رغماً عنهم.

38. The Committee recommends that the State party expedite the enactment of the Family Protection and Domestic Violence Bill and strengthen new and existing legislation to provide all children with full legislative protection from abuse and neglect.
38- توصي اللجنة الدولةَ الطرفَ بالإسراع بسنّ مشروع القانون بشأن حماية الأسرة والحماية من العنف المنزلي وتعزيز التشريعات الجديدة والقائمة من أجل تقديم الحماية التشريعية الكاملة لكل الأطفال من الاعتداء والإهمال.

However, the Committee is concerned at the wide-spread incidence of abuse and neglect in all its forms, at the underreporting of cases, the limited implementation of the adopted measures, a lack of sensitive treatment of child victims and witnesses of violence, the absence of programmes or measures for recovery and reintegration and a lack of specific legislation to protect children from abuse and neglect.
إلا أن القلق يساور اللجنة إزاء ارتفاع نسبة حدوث أعمال الاعتداء والإهمال بجميع أشكالهما، وإزاء عدم الإبلاغ عن جميع حالات الانتهاكات، وإزاء عدم تنفيذ التدابير المعتمَدة إلا بشكل محدود، وإزاء عدم التعامل مع الأطفال ضحايا العنف والشهود عليه معاملةً تراعي كونهم أطفالاً، وإزاء عدم وجود برامج أو تدابير للتعافي وإعادة الإدماج، وعدم وجود تشريع محدَّد لحماية الأطفال من الاعتداء والإهمال.

Over the period 2002 - 2008, the Center took part in Gulf, Arab and international radio programmes (Sharjah Radio, BBC Arabic, Radio Monte Carlo), disseminating information about the groundbreaking work that Bahrain has done in protecting children from abuse and neglect and discussing children's issues and child protection.
كما شارك المركز من2002-2008 في البرامج الإذاعية الخليجية، والعربية والعالمية (إذاعة الشارقة، بي بي سي العربية، مونت كارلو، المستقبل ...) للتعرف والمشاركة بتجربة البحرين الرائدة في حماية الطفل من الاعتداء والإهمال ومناقشة قضايا الأطفال وحمايتهم.
