Moreover, the resolution went on to clarify (under the heading the principle of equal rights and self-determination of peoples) that the principle of self-determination should not impair the territorial integrity of States possessed of a government representing the whole people belonging to the territory without distinction as to race, creed or colour.

Mr. Tulbure (Moldova) said that, while the right of peoples to self-determination was a universally recognized principle of international law, the Vienna Declaration stipulated that self-determination should not be perceived as authorizing or encouraging any action which would impair the territorial integrity or political unity of sovereign and independent States.

48. While people living in non-self-governing territories had the right to self-determination, that right could not be extended to ethnic, religious or other groups within an independent, sovereign State, as attempts to exploit that right in order to erode the territorial integrity of a Member State constituted an attack on the fundamental principles of the Charter of the United Nations.
48 - وفي حين أن الشعوب التي تعيش في الأقاليم غير المتمتعة بالحكم الذاتي لها الحق في تقرير المصير، فإن هذا الحق لا يمكن أن يشمل الجماعات الإثنية أو الدينية أو الجماعات الأخرى المتواجدة ضمن دولة مستقلة ذات سيادة، بالنظر إلى أن المحاولات لاستغلال هذا الحق بقصد الانتقاص من السلامة الإقليمية لدولة عضو إنما تشكّل هجوما على المبادئ الأساسية لميثاق الأمم المتحدة.
