In his report, the Secretary-General recalled that he had visited the area in late 1998 and that both Morocco and the Frente POLISARIO had accepted the United Nations package of proposals submitted to them in October 1998.

21. While some delays have occurred, the continuation of the appeals process and the resumption of the identification operation on 6 September can be considered as positive indications that both Morocco and the Frente POLISARIO intend to maintain the progress made towards the holding of the referendum.
٢١ - رغم بعض التأخيرات، فإن مواصلة عملية الطعون واستئناف عملية تحديد الهوية في ٦ أيلول/ سبتمبر يمكن اعتبارهما مؤشرين إيجابيين على أن كلا من المغرب وجبهة البوليساريو يعتزمان مواصلة التقدم نحو إجراء الاستفتاء.

10. Both Morocco and the Frente POLISARIO had expressed satisfaction that the time-frame envisaged in the package had been respected, namely by the resumption of the identification process on 15 June and the publication of the first part of the provisional list of eligible persons with the start of the appeals process on 15 July.
