This means that any use of the Caspian Sea will take place within the demarcation zones established during the existence of the former USSR when, in 1970, the Soviet part of the Caspian Sea was divided into sectors by the Union Ministry of the Petroleum Industry between Kazakhstan, Azerbaijan, the Russian Soviet Federative Socialist Republic and Turkmenistan using the median-line method adopted in international practice.
ويعني هذا أن أي نشاط في استخدام بحر قزوين سيجري الاضطلاع به في حدود مناطق التقسيم. التي حددت في الفترة التي كان فيها اتحاد الجمهوريات الاشتراكية السوفياتية السابق قائما، عندما قامت الوزارة الاتحادية لاستخراج وصناعة النفط في عام ١٩٧٠ بتقسيم الجزء السوفياتي من بحر قزوين بين كازاخستان، وأذربيجان وروسيا وتركمانستان بقطاعات حددت بطريقة خط الوسط، المعمول بها في الممارسات الدولية " .

Thus it is of fundamental importance to diversify the sources of supply, to introduce transparent rules regulating the energy trade and to extend transport infrastructure, especially by developing alternative routes and energy sources for the European Union, mainly from the Caspian Sea, Central Asia and the Middle East.
وبالتالي فمن الأهمية بمكان أن ننوع مصادر الإمدادات، وأن نستحدث قواعد شفافة لتنظيم تجارة الطاقة وتوسيع البنية التحتية للنقل، لا سيما من خلال إنشاء طرق ومصادر طاقة بديلة للاتحاد الأوروبي، خاصة من بحر قزوين وآسيا الوسطى والشرق الأوسط.
