4- في حالة الغياب المؤقت لكلا الرئيس ونائب الرئيس، أو الغياب الدائم لأحدهما أو لكليهما، فإن مجلس الأعضاء ينتخب من بين وفود الأعضاء عضوين جديدين مؤقتين أو دائمين، حسب الاقتضاء.
