Because of its geographical proximity to the former Yugoslavia, Hungary was particularly interested in the question of assistance to third States affected by the application of sanctions under Chapter VII. Hungary had scrupulously complied with its obligations and applied all the mandatory sanctions.

In that regard, the working paper submitted by the Russian Federation, entitled " Some observations regarding the implementation of the provisions of the Charter of the United Nations, including Article 50 on assistance to third States adversely affected by the application of the sanctions under Chapter VII of the Charter " , contained some useful elements and should be discussed in depth.

With regard to assistance to third States affected by the application of sanctions imposed under Chapter VII of the Charter, it was clear that the status quo was completely unacceptable and that there was a need to create a kind of permanent mechanism able to respond to the needs and requests of States suffering the effects of such sanctions.

2. The Committee should give high priority to improving the existing mechanism of consultation with the Security Council concerning assistance to third States adversely affected by sanctions under Article 50 of the Charter.
٢ - واستطرد يقول إنه ينبغي أن تولي اللجنة أولوية عالية لتحسين اﻵلية القائمة للتشاور مع مجلس اﻷمن بشأن تقديم المساعدة إلى الدول الثالثة المتضررة من تطبيق الجزاءات بموجب المادة ٥٠ من الميثاق.
