32. Last year, I devoted parts of my report to the Economic and Social Council to the rights of persons with disabilities.

1. In paragraph 51 of my report to the Security Council (S/1995/1031), I indicated my intention to circulate an addendum to the report that would contain a preliminary cost estimate for the United Nations civilian police operation in Bosnia and Herzegovina.

2. As I indicated in paragraph 14 of my report to the Security Council dated 12 July 1993 (S/26063), it was my intention, following consultations with the Constitutional Government of Haiti, to put forward recommendations to the Council concerning United Nations assistance in the modernization of the Armed Forces as well as in the establishment of a new police force.

In paragraph 25 of my report to the Council of 13 December 1995 (S/1995/1028) on the implementation of the Basic Agreement, I had mentioned the value of an amnesty from prosecution for certain categories of offences, excluding war crimes.

The most recent review by the United Nations Security Coordinator assessed the threat to United Nations personnel in Iraq as remaining in the critical category, necessitating continuation of the very extensive staff protection measures set out in paragraphs 5 to 7 of my report to the Security Council of 5 August 2004 (S/2004/625).

The Commission would be aware from my report to the General Assembly (A/55/509) that Mr. Razali Ismail, the former Permanent Representative of Malaysia to the United Nations, was appointed as my Special Envoy for Myanmar in April 2000, replacing Mr. Alvaro de Soto, the former Assistant Secretary-General for Political Affairs.
