In view of this, I would like to ask the General Conference of the UNIDO to take a positive decision on restoring Lithuania's right to vote, commencing with the 10th session of the General Conference, based on the provisions of Article 5 of the UNIDO Constitution.
وبناء على ذلك، أود أن أطلب إلى المؤتمر العام لليونيدو أن يتخذ قرارا إيجابيا بشأن إعادة حق ليتوانيا في التصويت، ابتداء من الدورة العاشرة للمؤتمر العام، بالاستناد إلى أحكام المادة 5 من دستور اليونيدو.

Given the aforementioned, I would like to ask the General Conference of UNIDO to take a positive decision on restoring the voting right of Belarus, commencing with the 10th session of the General Conference, based on the provisions of Article 5 of the UNIDO Constitution.
وبناء على ذلك، أود أن أطلب إلى المؤتمر العام لليونيدو أن يتخذ قرارا إيجابيا بشأن إعادة حق بيلاروس في التصويت، ابتداء من الدورة العاشرة للمؤتمر العام، بالاستناد إلى أحكام المادة 5 من دستور اليونيدو.

As stipulated in Article 8.1 of the Constitution of UNIDO, the Conference shall consist of representatives of all Members of the Organization.

2. Voting rights of 59 Member States have been suspended in accordance with Article 5.2 of the Constitution of UNIDO.

(h) Recommended to the General Conference to consider positively the request of Azerbaijan for the restoration of voting rights in accordance with Article 5.2 of the Constitution of UNIDO.
(ح) أوصى المؤتمر العام بأن ينظر ايجابيا في طلب أذربيجان لاستعادة حقوقها التصويتية وفقا للمادة 5-2 من دستور اليونيدو.

3. Article 5.2 of the UNIDO Constitution stipulates that any organ may permit a Member in arrears to vote in that organ if it is satisfied that the failure to pay is due to conditions beyond the control of the Member.
3- تنصّ المادة 5-2 من دستور اليونيدو على أنه يجوز لأي هيئة أن تسمح لعضو عليه متأخّرات بأن يصوّت في تلك الهيئة إذا اقتنعت بأن عدم الدفع راجع إلى ظروف خارجة عن إرادة ذلك العضو.

(d) Gives satisfaction to the request by Moldova for the restoration of its voting rights in accordance with Article 5.2 of the UNIDO Constitution.
(د) يعرب عن استجابته إلى طلب مولدوفا بشأن استعادة حقوقها في التصويت، وفقاً للمادة 5-2 من دستور اليونيدو.

Article 5.2 of the UNIDO Constitution stipulates that any organ may permit a Member in arrears to vote in that organ if it is satisfied that the failure to pay is due to conditions beyond the control of the Member.
3- تنص المادة 5-2 من دستور اليونيدو على أنه يجوز لأي هيئة أن تسمح لعضو عليه متأخّرات بأن يصوّت في تلك الهيئة إذا اقتنعت بأن عدم الدفع راجع إلى ظروف خارجة عن إرادته.

(c) Gave satisfaction to the request by Costa Rica for the restoration of its voting rights in accordance with Article 5.2 of the UNIDO Constitution.
(ج) وافق على طلب كوستاريكا بشأن استعادة حقوقها في التصويت وفقا للمادة 5-2 من دستور اليونيدو.

(d) Gave satisfaction to the request by Moldova for the restoration of its voting rights in accordance with Article 5.2 of the UNIDO Constitution.
(د) وافق على طلب مولدوفا بشأن استعادة حقوقها في التصويت وفقا للمادة 5-2 من دستور اليونيدو.

Mr. Moradi (Legal Adviser) stressed that it was unnecessary for the draft decision to provide for a suspension of the financial regulations. Article 8, paragraph 3 (f), of UNIDO's Constitution authorized the General Conference to take any appropriate action to enable the Organization to further its objectives and carry out its functions.
74- السيد مرادي (المستشار القانوني): أكد أن من غير الضروري أن ينص مشروع المقرّر على تعليق للنظام المالي، ذلك أن الفقرة 3 (و) من المادة 8 من دستور اليونيدو تخوِّل المؤتمر العام اتخاذ أية تدابير مناسبة لتمكين المنظمة من تعزيز تحقيق أهدافها والقيام بوظائفها.
