If general support for the use of sanctions as an effective instrument is to be maintained, care should be taken to avoid giving the impression that the purpose of imposing sanctions is punishment rather than the modification of political behaviour or that criteria are being changed in order to serve purposes other than those which motivated the original decision to impose sanctions.

Instead of imposing sanctions on the developing countries to prevent them from acquiring nuclear technology for peaceful purposes and for development, thereby compelling them to acquire cheap nuclear technology equipped with minimum safety features and thus maximizing the risk of accidents, the developed countries must provide the developing countries with state-of-the-art nuclear technology equipped with the highest safety standards.
٣٩ - واختتم كلمته قائلا إنه بدلا من فرض الجزاءات على البلدان النامية لمنعها من الاستحصال على التكنولوجيا النووية لاستخدامها لﻷغراض السلمية والتنمية، مما يجبرها على اقتناء تكنولوجيا نووية رخيصة بخصائص سلامة دنيا، اﻷمر الذي يؤدي إلى زيادة احتمال وقوع الحوادث إلى الحد اﻷقصى، يجب على البلدان المتقدمة النمو أن تزود البلدان النامية بأحدث التكنولوجيات النووية المجهزة بأعلى معايير السلامة.

49. In the context described above, the United Nations peacekeeping missions in the former Yugoslavia have continued to issue tenders for their requirements to prospective vendors in all European countries, including those affected by the sanctions.
٤٩ - وفي السياق المبين أعلاه، واصلت بعثات اﻷمم المتحدة لحفظ السلام في يوغوسلافيا السابقة، طرح عطاءات للحصول على احتياجاتها من البائعين المحتملين من جميع البلدان اﻷوروبية، بما فيها البلدان المتضررة من فرض الجزاءات.

During the period covered by the report, no Member State had approached any sanctions committee concerning special economic problems arising out of the imposition of sanctions.
