12. I brought to the attention of the Council, in paragraphs 11 and 13 of the annex to my letter of 8 August 2005, two additional related situations.

10. As indicated in paragraphs 5 and 6 of the annex to my letter of 19 December 2005, the 8 letters of credit indicated in paragraph 5 were extended to 2006 and 2007 per the request of the relevant authorities of the Government of Iraq.
10 - كما أُوضح في الفقرتين 5 و 6 من مرفق رسالتي المؤرخة 19 كانون الأول/ديسمبر 2005، مددت خطابات الاعتماد المبينة في الفقرة 5 إلى عامي 2006 و 2007 وفقا لطلب السلطات المعنية التابعة لحكومة العراق.

14. It should be recalled that, in paragraph 7 of the annex to my letter of 19 December 2005, the relevant authorities had asked for reinstatements of 37 letters of credit with a total value of United States dollars 63.2 million.
14 - مما يجدر ذكره أنه في الفقرة 7 من مرفق رسالتي المؤرخة 19 كانون الأول/ ديسمبر 2005، طلبت السلطات المعنية تجديد 37 خطاب اعتماد يبلغ إجمالي قيمتها 63.2 مليون دولار من دولارات الولايات المتحدة.

15. It should be recalled that I had indicated in paragraph 9 of the annex to my letter of 19 December 2005 that the question of processing of the authentication documents for the arrival of goods in Iraq falls under the competence of the Government of Iraq.
15 - مما هو جدير بالذكر أني قد أوضحت في الفقرة 9 من مرفق رسالتي المؤرخة 19 كانون الأول/ديسمبر 2005 أن مسألة تجهيز وثائق التصديق فيما يتعلق بوصول السلع في العراق يندرج في نطاق اختصاص حكومة العراق.

6. I also indicated in paragraph 8 of the annex to my letter of 8 August 2005 that the United Nations would reinstate or extend the validity period of letters of credit for any of the letters of credit expiring in 2005.
6 - وبينت أيضا في الفقرة 8 من مرفق رسالتي المؤرخة 8 آب/أغسطس 2005 أن الأمم المتحدة ستعيد صلاحية أي خطاب اعتماد من الخطابات التي تنقضي صلاحيتها في عام 2005 والبالغ عددها حاليا 286 خطابا.

9. I indicated in paragraph 9 of the annex to my letter of 8 August 2005 that no reinstatements or extensions would be made for the 14 letters of credit that are due to expire in 2006 and 2007.
9 - وبينت في الفقرة 9 من مرفق رسالتي المؤرخة 8 آب/أغسطس 2005 أن خطابات الاعتماد الأربعة عشر التي تنقضي صلاحيتها في عامي 2006 و 2007 لن تعاد صلاحيتها أو تمدد.

5. As indicated in paragraph 9 of the annex to my letter of 17 October 2005, nine letters of credit were to be extended into 2006 and 2007.

I recall that I had indicated in paragraph 9 of the annex to my letter of 17 October 2005 that those letters of credit are related to vital electricity generation and oil infrastructure projects that are critical to the welfare of the Iraqi people.
وأشير إلى أنني أوردت في الفقرة 9 من مرفق رسالتي المؤرخة 17 تشرين الأول/أكتوبر 2005 أن هذه الخطابات تخص مشاريع حيوية لتوليد الكهرباء والهياكل النفطية وتتسم بأهمية بالغة بالنسبة لرفاه الشعب العراقي.

7. It should be recalled that in paragraph 10 of the annex to my letter of 17 October 2005 the relevant authorities of the Government of Iraq had also asked for reinstatements of 40 letters of credit.
7 - كما أشرت في الفقرة 10 من مرفق رسالتي المؤرخة 17 تشرين الأول/أكتوبر 2005 طلبت من السلطات المختصة في الحكومة العراقية تجديد صلاحية 40 خطاب اعتماد.

I had also indicated in paragraph 13 of the annex to my letter of 17 October 2005 that there were some outstanding issues that fall under the competence of the Government of Iraq.
كما بينت في الفقرة 13 من مرفق رسالتي المؤرخة 17 تشرين الأول/أكتوبر 2005 أن هناك مسائل معلقة تدخل في اختصاص حكومة العراق.

13. In paragraph 4 of the annex to my letter of 8 August 2005, I informed the Council that funding was being retained even after the expiry of some letters of credit because the United Nations Secretariat had cause to believe that goods associated with some of those letters of credit were delivered to Iraq and payments might need to be provided to the vendor.
13 - أبلغت المجلس في الفقرة 4 من مرفق رسالتي المؤرخة 8 آب/أغسطس 2005 أنه يجري استيفاء أموال حتى بعد انتهاء صلاحية بعض خطابات الاعتماد لأن لدى الأمانة العامة للأمم المتحدة سببا وجيها للاعتقاد بأن بعض السلع المشمولة بهذه الخطابات قد سُلمت إلى العراق، وقد يتعين دفع مستحقات للبائع.

4. It should also be recalled that I had indicated in paragraph 6 of the annex to my letter of 8 August 2005 that the United Nations would reinstate or extend the validity period of the letters of credit for any of the 286 letters of credit expiring in 2005.
4 - ويجدر بالإشارة أيضا أنني بينت في الفقرة 6 من مرفق رسالتي المؤرخة 8 آب/أغسطس 2005 أن الأمم المتحدة ستجدد صلاحية أي من خطابات الاعتماد البالغ عددها 286 خطابا التي تنتهي صلاحيتها في عام 2005 أو تمددها.

7. It should be recalled that I indicated in paragraph 4 of the annex to my letter of 19 December 2005 that the United Nations would reinstate or extend the remaining 162 letters of credit for shipment dates and expiry dates so long as the requests were received by 31 December 2005.
7 - مما يجدر ذكره أني أوضحت في الفقرة 4 من مرفق رسالتي المؤرخة 19 كانون الأول/ديسمبر 2005 أن الأمم المتحدة ستجدد أو تمدد خطابات الاعتماد المتبقية وعددها 162 خطابا فيما يتعلق بمواعيد الشحن أو مواعيد انتهاء الصلاحية ما دامت الطلبات قد وردت قبل 31 كانون الأول/ديسمبر 2005.

11. Furthermore, as indicated in paragraphs 5 and 6 of the annex to my letter of 19 December 2005, the United Nations has processed additional requests for amendments to the letters of credit to extend certain letters of credit that were to expire by 31 December 2005.
11 - وعلاوة على ذلك، فكما هو مبين في الفقرتين 5 و 6 من مرفق رسالتي المؤرخة 19 كانون الأول/ديسمبر 2005، اتخذت الأمم المتحدة ما يلزم نحو تلبية طلبات إضافية لتعديل خطابات اعتماد لتمديد بعض خطابات الاعتماد التي كان من المفروض أن تنتهي صلاحيتها بحلول 31 كانون الأول/ديسمبر 2005.

2. It will be recalled that I had indicated in paragraph 3 of the annex to my letter of 17 October 2005 that the cash collateral supporting the 249 letters of credit that expired by 31 December 2004 would be kept in the United Nations Iraq Account until 31 December 2005 to allow the relevant authorities to process the authentication documents for goods that were shipped during the validity of the letters of credit.
2 - يجدر التنويه إلى أنني بينت في الفقرة 3 من مرفق رسالتي المؤرخة 17 أن أموال الضمان النقدي التي تدعم خطابات الاعتماد البالغ عددها 249 خطابا المنتهية صلاحيتها في 31 كانون الأول/ديسمبر 2004، سيستمر الاحتفاظ بها في حساب الأمم المتحدة الخاص بالعراق حتى 30 تشرين الثاني/نوفمبر 2005، كي يتسنى للسلطات المختصة تجهيز وثائق الإثبات الخاصة بالسلع التي تم شحنها خلال فترة صلاحية خطابات الاعتماد المعنية.

8. It should also be recalled that I had recommended in paragraph 11 of the annex to my letter of 17 October 2005 certain changes to three specific letters of credit (namely communication Nos. 930181, 902035 and 702374) (see table 8).
8 - ويجدر بالإشارة أيضا أنني أوصيت في الفقرة 11 من مرفق رسالتي المؤرخة 17 تشرين الأول/أكتوبر 2005 بإدخال بعض التغييرات في ثلاثة خطابات اعتماد محددة (وهي الرسائل التي تحمل الأرقام 930181 و 902035 و 70 23 74) (انظر الجدول 8).

Subsequent to my letter of 17 October 2005, the concerned authorities of the Government of Iraq provided the United Nations with 127 formal requests for amendments and reinstatements to the existing letters of credit as a result of which shipment dates and validity dates were extended for certain letters of credit, as indicated in paragraphs 4, 6, 9 and 11 of the annex to my letter of 17 October 2005 and table 1 below.
وعقب صدور رسالتي المؤرخة 17 تشرين الأول/أكتوبر 2005 قدمت السلطات المختصة في حكومة العراق إلى الأمم المتحدة 127 طلبا رسميا بإدخال تعديلات في خطابات الاعتماد القائمة وتجديد صلاحيتها، ونتيجة لذلك تم تمديد مهلة الشحن ومدة الصلاحية لبعض خطابات الاعتماد، على النحو المبين في الفقرات 4 و 6 و 9 و 11 من مرفق رسالتي المؤرخة 17 تشرين الأول/أكتوبر 2005، وفي الجدول 1 أدناه.
