Amnesty International (AI) regretted that this institution will lack litigation capacity vis-à-vis human rights violations and that most people living in the Caribbean parts of the Kingdom of the Netherlands will not have access to it.

The Committee considered the reports of the Kingdom of the Netherlands, which included the second periodic report of the Netherlands (CRC/C/117/Add.1) and the initial report of Aruba (CRC/C/117/Add.2) at its 928th and 929th meetings (see CRC/C/SR.928 and 929), held on 19 January 2004, and adopted, at the 946th meeting (CRC/C/SR.946), held on 30 January 2004, the following concluding observations.

IV. Communication received from the Kingdom of the Netherlands

The Counter-Terrorism Committee has received the attached supplementary report from the Kingdom of the Netherlands, submitted pursuant to paragraph 6 of resolution 1373 (2001) (see annex).

Objections were received from France (see annex III). A communication was received from the Kingdom of the Netherlands (see annex IV). Withdrawals of reservations and declarations were received from Belgium (see annex V). Maldives entered modifications of its reservations (see annex VI).
