4.3 Accordingly, the Committee finds, in accordance with article 22 of the Convention and rule 107 (b) of its revised rules of procedure, that the complaint is manifestly unfounded, because the facts argued by the complainant, even if they proved to be true, do not present a prima facie case concerning rights under the Convention.
