The final document of the Conference also stipulated that the conclusion of a treaty banning the production and stockpiling of fissile materials for purposes of the production of nuclear weapons and other nuclear explosive devices would help to prevent the proliferation of nuclear weapons provided that such a convention was non-discriminatory, subject to effective verification and applicable on the universal scale.
كما نصت الوثيقة الختامية للمؤتمر على أن إبرام معاهدة تحظر انتاج وتخزين المواد الانشطارية ﻷغراض صنع اﻷسلحة النووية وغيرها من وسائل التفجير النووية سيكون إسهاما في عدم انتشار اﻷسلحة النووية، شريطة ألا تكون هذه المعاهدات تمييزية وأن تخضع لتحقق فعال وأن تكون قابلة للتطبيق على النطاق العالمي.

خامساً - حظر حيازة ونقل المواد الانشطارية المعدة لصنع الأسلحة النووية وغيرها من وسائل التفجير النووية من الدول الأخرى غير الأطراف في المعاهدة

24. " Production of fissile material " within the framework of an FMCT would mainly refer to the enrichment of uranium and reprocessing of spent nuclear fuel for use in nuclear weapons and other nuclear explosive devices.
24- وإن تعبير " إنتاج المواد الانشطارية " في إطار معاهدة لوقف إنتاج المواد الانشطارية يشير أساساً إلى تخصيب اليورانيوم وإعادة معالجة الوقود النووي المستنفد لاستخدامه في الأسلحة النووية وغيرها من وسائل التفجير النووية.

It was his delegation's view that the amendments to that Convention and its Protocol, in particular the proposed savings clause, were contrary to the specific provisions of articles I and II of the NPT, which compelled both nuclear-weapon States and non-nuclear-weapon States not to transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices or control over such weapons or explosive devices directly, or indirectly.
وأضاف أن وفد بلده يرى أن التعديلات المدخلة على تلك الاتفاقية وبروتوكولها، وبخاصة الشرط الاستثنائي المقترح، تتعارض مع الأحكام المحددة للمادتين الأولى والثانية من معاهدة عدم الانتشار، التي تلزم كلا من الدول الحائزة للأسلحة النووية والدول غير الحائزة لها بألا تنقل إلى أي مستلم أية أسلحة نووية أو غيرها من وسائل التفجير النووية أو أي تحكم في مثل هذه الأسلحة أو وسائل التفجير بشكل مباشر أو غير مباشر.

22. An FMCT should contain provisions immediately banning all transfers of fissile materials for nuclear weapons both between parties to the treaty, and between parties and non-parties to the treaty, as well as any kind of assistance to third countries for production of fissile material for nuclear weapons and other nuclear explosive devices after the entry into force of an FMCT.
22- ينبغي أن تتضمن المعاهدة أحكاماً تحظر بشكل فوري جميع عمليات نقل المواد الانشطارية لاستخدامها في صنع الأسلحة النووية سواء فيما بين الأطراف في المعاهدة، أو بين الأطراف وغير الأطراف في المعاهدة، وأن تحظر كذلك تقديم أي نوع من المساعدة إلى دول ثالثة في إنتاج المواد الانشطارية لاستخدامها في صنع أسلحة نووية وغيرها من وسائل التفجير النووية بعد بدء نفاذ هذه المعاهدة.

23. An FMCT should include the mechanisms and procedures that allow a controlled and safe storage and disposal of fissile material for nuclear weapons and other nuclear explosive devices and the dismantling or conversion of facilities related to the production, storage and disposal of such fissile material in a transparent and verifiable manner.
23- ينبغي أن تشمل أي معاهدة لوقف إنتاج المواد الانشطارية آليات وإجراءات تتيح تخزين المواد الانشطارية المعدة لصنع الأسلحة النووية وغيرها من وسائل التفجير النووية والتخلص منها بطريقة آمنة ومراقبة كما تتيح تفكيك المرافق المتصلة بإنتاج وتخزين هذه المواد الانشطارية والتخلص منها بطريقة شفافة وقابلة للتحقق.
