Although draft article 44 of the draft articles on responsibility of international organizations is, as already mentioned, worded in the same way as the equivalent article on Responsibility of States for internationally wrongful acts, its wording and the corresponding commentary do not leave open the possibility of establishing exceptions to the nationality rule contained therein.
