It is evident, however, that a more reliable flow of voluntary resources will be required from the international community to assist Angola in its transition from a state of war and economic dissolution to rehabilitation and reconstruction.

6. A further critical step in the operationalization of UN Women will be the consideration by the Executive Board of UN Women, of a revised draft strategic plan which will specify in greater detail the use of voluntary resources for the support budget for the biennium 2010-2011.

In its resolution 1997/59 the Council reiterated a number of policy parameters established by the General Assembly in previous resolutions and stated that any funding modality should focus, in particular, on core resources and that voluntary resources from official sources should remain the main source of funding the operational activities for development.

The Advisory Committee on Administrative and Budgetary Questions has considered the proposals of the Executive Director of the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) for the use of voluntary resources for the support budget for the biennium 2010-2011 (UNW/2011/3).
