101. Ms. Moreno Guerra (Cuba) reiterated her Government's traditional rejection of the selective, politicized practice of considering human-rights situations on a country-specific basis, a practice that had led to the discrediting of the defunct United Nations Commission on Human Rights.
101- السيدة مورينو غويرا (كوبا): كررت الإشارة إلى الموقف التقليدي لحكومتها الرافض للممارسة الانتقائية المسيّسة المتمثلة في نظر حالات حقوق الإنسان على أساس يختص ببلدان محددة، ورأت أن هذه الممارسة أدت إلى النيل من لجنة الأمم المتحدة لحقوق الإنسان البائدة.

17. Ms. Moreno Guerra (Cuba), introducing the draft resolution, said that the members of the Movement of Non-Aligned Countries reiterated their opposition to unilateral coercive measures, including those used as a tool of economic and political repression, especially against developing countries.
17 - السيدة مورينو غويرا (كوبا): عرضت مشروع القرار وقالت إن الدول الأعضاء في حركة بلدان عدم الانحياز أعادت تأكيد معارضتها للتدابير القسرية المتخذة من طرف واحد، بما فيها التدابير التي توظف كأداة للقمع الاقتصادي والسياسي، وبالأخص ضد البلدان النامية.

Ms. Moreno Guerra (Cuba), introducing the draft resolution, said that the resolution, which continued the follow-up on the activity of the Human Rights Council's open-ended working group on the right to development, represented a sincere effort on the part of the members of the Movement of Non-Aligned Countries to fulfil the rightful aspirations of their peoples to development and prosperity.

38. Ms. Moreno Guerra (Cuba) said that her delegation deeply appreciated the work of the Special Committee, which had been made especially difficult by the Israeli Government's steadfast refusal to grant its members access to the territories covered by the Special Committee's mandate.

Ms. Moreno Guerra (Cuba) said that, even with a 2-per-cent reduction in the proposed resources for special political missions, those resources would still represent some 20 per cent of the regular budget, resulting in a profound inequity in the allocation of resources among the priorities set by the Assembly.

Ms. Moreno Guerra (Cuba) said that, while overall the financial position of the Organization for 2013 was generally positive, with more Member States having paid their regular budget assessments as at October 2013 than October 2012, the regular budget cash level was very low and would undoubtedly require greater efficiencies for the remainder of the year.
29 - السيدة مورينو غويرا (كوبا): قالت إنه في حين أن الوضع المالي العام للمنظمة لعام 2013 كان إيجابياً بصورة عامة، حيث أن عدد الدول الأعضاء التي سددت أنصبتها المقررة للميزانية العادية في تشرين الأول/أكتوبر 2013 كان أكبر منه في تشرين الأول/أكتوبر 2012، فإن المستوى النقدي للميزانية العادية جدّ منخفض ولا شك في أنه يتطلب المزيد من الكفاءة للفترة المتبقية من العام.

16. Ms. Moreno Guerra (Cuba) said that Cuba welcomed the work of the Committee on Economic, Social and Cultural Rights and its promotion of cooperation and technical assistance to build national capacity; she asked for additional information about the Committee's short- and medium-term plans to continue developing such cooperation, particularly in the context of the post-2015 development agenda.
