Urging all parties to take the necessary steps to ensure the safety and security of humanitarian personnel and United Nations and its associated personnel and their assets,
وإذ يحث جميع الأطراف على اتخاذ جميع الخطوات اللازمة لكفالة سلامة وأمن وحرية تنقل موظفي المساعدة الإنسانية وموظفي الأمم المتحدة والأفراد المرتبطين بها وممتلكاتهم،

Recalling that primary responsibility under international law for the security and protection of humanitarian personnel and United Nations and its associated personnel lies with the Government hosting a United Nations operation conducted under the Charter of the United Nations or its agreements with relevant organizations,
وإذ تذكّر بأن المسؤولية الأساسية بموجب القانون الدولي عن أمن وحماية موظفي المساعدة الإنسانية وموظفي الأمم المتحدة والأفراد المرتبطين بها تقع على عاتق الحكومة المضيفة لعملية من عمليات الأمم المتحدة تنفّذ بموجب ميثاق الأمم المتحدة أو اتفاقاتها مع المنظمات ذات الصلة،

Deeply disturbed by the continuing security threat to humanitarian personnel and United Nations and associated personnel, including locally recruited staff,
وإذ تشعر بانزعاج بالغ لاستمرار تهديد أمن موظفي المساعدة الإنسانية وموظفي الأمم المتحدة والأفراد المرتبطين بها، بمن فيهم الموظفون المعينون محليا،

Reaffirming also the obligation of all humanitarian personnel and United Nations and associated personnel to respect the national laws of the country in which they are operating, in accordance with international law and the Charter of the United Nations,
وإذ تعيد أيضا التأكيد على أن من واجب جميع موظفي المساعدة الإنسانية وموظفي الأمم المتحدة والأفراد المرتبطين بها احترام القوانين الوطنية للبلد الذي يعملون فيه، وفقا للقانون الدولي وميثاق الأمم المتحدة،

Aware that the protection of humanitarian personnel and United Nations and its associated personnel is a concern in situations of armed conflict and otherwise,
وإدراكا منه أن حماية موظفي المساعدة الإنسانية وموظفي الأمم المتحدة والأفراد المرتبطين بها تعد من الأمور المثيرة للقلق في حالات الصراع المسلح وغيره من الحالات،

5. Expresses its determination to take appropriate steps in order to ensure the safety and security of humanitarian personnel and United Nations and its associated personnel, including, inter alia, by:

Expressing concern that the occurrence of attacks and threats against humanitarian personnel and United Nations and associated personnel is a factor that increasingly restricts the ability of the Organization to provide assistance and protection to civilians in fulfilment of its mandate and Charter,
وإذ تعرب عن القلق من أن الاعتداءات والتهديدات التي تستهدف موظفي المساعدة الإنسانية وموظفي الأمم المتحدة والأفراد المرتبطين بها تشكِّل أحد العوامل التي تحد بصورة متزايدة من قدرة المنظمة على توفير المساعدة والحماية للمدنيين تنفيذا لولايتها وتطبيقا للميثاق،
