69. In addition to confirming the need for Governments to join and implement the Vienna Convention, its Montreal Protocol and subsequent amendments and adjustments, the Commission was requested to urge Governments and organizations to:

The Vienna Convention and its Montreal Protocol have become the first international treaties deposited with the Secretary-General to have achieved universal ratification.
وأصبحت اتفاقية فيينا وبروتوكول مونتريال الملحق بها أوّل ما حظي بالتصديق الشامل من المعاهدات الدولية المودعة لدى الأمين العام.

The SBSTA welcomed with appreciation the information provided by the secretariat for the Vienna Convention for the Protection of the Ozone Layer and for its Montreal Protocol (Ozone Secretariat) on:
121- رحَّبت الهيئة الفرعية مع التقدير بالمعلومات التي قدمتها() الأمانة من أجل اتفاقية فيينا لحماية طبقة الأوزون ومن أجل بروتوكول مونتريال الملحق بها (أمانة الأوزون) عما يلي:

Several representatives argued further that, under Article 2 of the Vienna Convention, parties were obliged to take action to counter the adverse consequences of the phase-out of ozone-depleting substances, so the Convention and its Montreal Protocol were clearly the appropriate legal instruments.
وقال عدة ممثلين أيضاً إن الأطراف، بموجب المادة 2 من اتفاقية فيينا، مُلزمة باتخاذ إجراء لمواجهة الآثار السلبية للإنهاء التدريجي للمواد المستنفِدة للأوزون، ومن الواضح أن الاتفاقية وبروتوكول مونتريال الملحق بها هما الأداتان القانونيتان المناسبتان.

Action: The SBSTA will be invited to consider the views of Parties contained in document FCCC/SBSTA/2006/MISC.2 and any relevant information that may be provided by the secretariat for the Vienna Convention for the Protection of the Ozone Layer and its Montreal Protocol with a view to finalizing the consideration of this special report.

The Executive Secretary, thanking the Government of Egypt for hosting the current meeting, pointed out that it was the first meeting since the Vienna Convention for the Protection of the Ozone Layer and its Montreal Protocol had obtained universal ratification with the accession of Timor-Leste on the International Day for the Preservation of the Ozone Layer, 16 September 2009.
