4- تقر الدول الأطراف في هذا العهد بالفوائد التي تجنى من تشجيع وإنماء الاتصال والتعاون الدوليين في ميداني العلم والثقافة.

The only guarantees in this respect are to be found in article 15, paragraphs 3 and 4, of the International Covenant on Economic, Social and Cultural Rights, according to which States undertake to ‛respect the freedom indispensable for scientific research and creative activity'and to encourage international cooperation in the scientific and cultural fields.

States parties also undertook " to respect the freedom indispensable for scientific research and creative activity " , and recognized the importance of encouraging and developing " international contacts and cooperation in the scientific and cultural fields " (art. 15 (4)).
وتعهدت أيضا الدول اﻷطراف ﺑ " احترام الحرية التي لا غنى عنها للبحث العلمي والنشاط الابداعي " ، وأقرت بأهمية تشجيع وانماء " الاتصال والتعاون الدوليين في ميداني العلم والثقافة " )المادة ٥١)٤((.

Article 15.4 of the Covenant further recognizes the benefits to be derived from encouraging and developing international contacts and cooperation in the scientific and cultural fields.
