8. The Deputy Executive Secretary recalled that 15 African countries were landlocked and 9 of the 12 poorest countries in the world were landlocked African countries.

10. The Deputy Executive Secretary recalled that at a meeting held in Cairo in 2006, African States agreed that a priority in national poverty reduction strategies was to orientate investments towards productive sectors, including the transport sector, which would contribute to the implementation of the Almaty Programme of Action.
10 - وأشارت نائبة الأمين التنفيذي إلى أن الدول الأفريقية اتفقت في القاهرة عام 2006، على أن إحدى الأولويات في الاستراتيجيات الوطنية للحد من الفقر تكمن في توجيه الاستثمارات نحو القطاعات المنتجة بما فيها قطاع النقل، مما سيساهم في تنفيذ برنامج عمل ألما - آتا.

The Deputy Executive Secretary of ESCAP stated that the Commission recognized the value of the United Nations congresses on crime prevention and criminal justice.
55- وقالت نائبة الأمين التنفيذي للجنة الاقتصادية والاجتماعية لآسيا والمحيط الهادئ إن تلك اللجنة تعترف بقيمة مؤتمرات الأمم المتحدة لمنع الجريمة والعدالة الجنائية.

Florentina Adenike Ukonga, Deputy Executive Secretary for Political Affairs of the Gulf of Guinea Commission, noted that piracy, if not checked, could have negative consequences for both the countries of the Gulf of Guinea and landlocked countries that depend on coastal access.
وأشارت فلورنتينا أدينيكي أوكونغا، نائبة الأمين التنفيذي للشؤون السياسية في لجنة خليج غينيا، إلى أن القرصنة، مالم يتم كبح جماحها، يمكن أن تنجم عنها عواقب وخيمة تؤثر في الوقت ذاته على بلدان خليج غينيا والبلدان غير الساحلية التي تعتمد على المنافذ الساحلية.

The ECOWAS Commissioner for Political Affairs, Peace and Security, Mahamane Touré; the Deputy Executive Secretary for Political Affairs of the Gulf of Guinea Commission, Florentina Adenike Ukonga; and the Permanent Representative of Benin, on behalf of the countries of the Gulf of Guinea, also addressed the Council.

The debate included presentations by the Under-Secretary-General for Political Affairs; the Special Representative of the Chair of the ECOWAS Commission, Abdel Fatau Musah; the Deputy Executive Secretary of the Gulf of Guinea Commission, Florentina Adenike Ukonga; and the Minister of State in charge of National Defence of Benin, Issifou Kogui N'Douro.

7. In her statement, the Deputy Executive Secretary of ECA called upon the international community and the private sector to assist landlocked and transit developing countries in building and enhancing transit transport networks.
7 - أهابت نائبة الأمين التنفيذي للجنة الأمم المتحدة الاقتصادية لأفريقيا، في بيانها، بالمجتمع الدولي والقطاع الخاص أن يساعدا البلدان النامية غير الساحلية وبلدان المرور العابر النامية في بناء شبكات النقل العابر وتعزيزها.

9. Praising the efforts of regional economic communities which developed transport programmes, the Deputy Executive Secretary noted that except for Central African countries, all African landlocked countries were linked to a port through a paved road or a railway.
9 - ولاحظت نائبة الأمين التنفيذي في معرض إشادتها بالجهود التي تبذلها المجموعات الاقتصادية الإقليمية التي وضعت برامج النقل، أن كل البلدان الأفريقية غير الساحلية، فيما عدا بلدان أفريقيا الوسطى، موصولة بميناء من خلال طريق معبدة أو سكة حديدية.

12. The Deputy Executive Secretary concluded her statement by noting that developing public-private partnerships would create an alternate source of financing that could compensate for limited budgetary resources in landlocked and transit developing countries.
12 - واختتمت نائبة الأمين التنفيذي بيانها بملاحظة أن تنمية شراكات بين القطاعين العام والخاص ستنشئ مصدراً بديلاً للتمويل من شأنه أن يعوض عن الموارد الميزنية المحدودة في البلدان النامية غير الساحلية وبلدان المرور العابر النامية.
