Those words of the United Nations Secretary-General in his report " In larger freedom, towards development, security and human rights for all " , describe a dilemma for the human rights movement, a tragedy for the victims of human rights violations and international humanitarian law (IHL) violations and a challenge for the Sub-Commission on the Promotion and Protection of Human Rights to consider and reflect upon.
