(4) The withdrawal of an interpretative declaration must nevertheless be based on the few procedures provided for in guidelines 2.4.2 and 2.4.5 with regard to the authorities which are competent to formulate such a declaration (and which are the same as those which may represent a State or an international organization for the adoption or authentication of the text of the treaty or for expressing their consent to be bound).
