" 1. The prior authorization of a State is required for activities within the scope of the present articles carried out in its territory or otherwise under its jurisdiction or control.

Such authorization shall also be required in case a major change is planned which may transform an activity into one falling within the scope of the present articles.
ويشترط الحصول على هذا اﻹذن أيضاً في حالـة ما إذا كان من المزمع أن يُدخل على أحد اﻷنشطة تغيير جوهري يمكن أن يحوّله إلى نشاط من اﻷنشطة التي تدخل في نطاق هذه المواد.

The expression " activities within the scope of the present articles " introduces all the requirements specified in article 1 for an activity to fall within the scope of these articles.
أما عبارة " اﻷنشطة التي تدخل في نطاق مشاريع المواد هذه " فهي تُدخل جميع الاشتراطات المحددة في تلك المادة لكي يقع نشاط ما ضمن نطاق هذه المواد.

(a) Any activity within the scope of the present articles carried out in its territory or otherwise under its jurisdiction or control;
(أ) أي نشاط يدخل في نطاق هذه المواد ويُضطلع به في إقليمها أو تحت ولايتها أو سيطرتها؛

(c) Any plan to change an activity which may transform it into one falling within the scope of the present articles.
(ج) أي خطة لتغيير أي نشاط على نحو يحوله إلى نشاط يقع ضمن نطاق هذه المواد.

States concerned shall, by such means as are appropriate, provide the public likely to be affected by an activity within the scope of the present articles with relevant information relating to that activity, the risk involved and the harm which might result and ascertain their views.
تقوم الدول المعنية، مستخدمة الوسائل المناسبة، بتزويد الجمهور الذي يحتمل أن يتأثر بأحد الأنشطة الداخلة في نطاق هذه المواد بالمعلومات المناسبة المتعلقة بذلك النشاط وبالمخاطر التي ينطوي عليها وبالضرر الذي قد ينجم عنه، وتتحقق من آرائه.

(a) Any activity within the scope of the present articles carried out in its territory or otherwise under its jurisdiction or control;

" 2. The requirement of prior authorization established by a State under paragraph 1 shall be made applicable in respect of all pre-existing activities within the scope of the present articles.

" 1. Any decision in respect of the authorization of an activity within the scope of the present articles shall be based on an evaluation of the possible adverse impact of that activity on persons, property as well as on the environment of other States.
" ١ - يكون أي قرار يُتخذ فيما يتصل باﻹذن بنشاط يدخل في نطاق هذه المواد قائماً على تقييم لﻷثر المحتمل لذلك النشاط على اﻷشخاص والممتلكات وكذلك على البيئة في الدول اﻷخرى.

(14) International organizations within the scope of the present articles are significantly varied in their functions, type and size of membership and resources.
14) وتتباين بصورة كبيرة المنظمات الدولية التي تندرج ضمن نطاق هذه المواد من حيث مهامها ونوعها وعدد أعضائها ومواردها.
