If this were not possible in view of the political momentum of the United Nations consideration of the Code of Conduct, the specialized agencies at least should have a consistent approach.

We are convinced that with the adoption of this constructive, balanced and non-confrontational draft resolution a new page will be opened in the history of United Nations consideration of the situation in the Middle East, enabling the Organization to be more fully included in the achievement of agreements between Israel and the Palestinians, and in the Middle East peace process in general.
ونحن مقتنعون بأن اعتماد مشروع القرار البناء والمتوازن وغير القائم على المواجهة هذا سيفتح صفحة جديدة في تاريخ نظر اﻷمم المتحدة في الحالة في الشرق اﻷوسط، اﻷمر الذي يمكن المنظمة من الاشتراك على وجه أكمل في عملية التوصل الى اتفاقات بين اسرائيل والفلسطينيين بوجه خاص وفي عملية السلم في الشرق اﻷوسط بوجه عام.

It is clear that procurement reform must be looked at on a system-wide basis and not just from the point of view of the United Nations.
