In a note verbale of 18 March 1999, the Secretary-General drew the attention of Member States to paragraph 3 of General Assembly resolution 53/77 K. To date, the Secretary-General has received two replies.

1. As we commemorate the fiftieth anniversary of the United Nations, I am once again obliged to draw the attention of Member States to the critical financial situation of our Organization.

In accordance with the requests formulated in paragraph 5 of the above resolution and in paragraph 4 of Commission on Human Rights resolution 1995/43, also entitled " Human rights and terrorism " , the Secretary-General, by a note verbale dated 3 May 1995, drew the attention of Member States to the two resolutions.

In this connection, the Secretary-General wishes to draw the attention of Member States to the report of the Conference on Disarmament on its 1999 session (A/54/27), which contains proposals made regarding the points raised in the resolution.

In this regard, the Under-Secretary-General for Economic and Social Affairs will be sending a letter to members of the United Nations System Chief Executives Board for Coordination and to the United Nations regional commissions, inviting them to give their views on the initiative and bring critical issues of concern to the United Nations family to the attention of Member States for their discussion and decision.
