AMENDMENTS 1. At any time after the entry into force of this Treaty, any State Party may propose amendments to this Treaty or the annexed Protocol.
١ - في أي وقت بعد بدء نفاذ هذه المعاهدة يجوز ﻷي دولة طرف اقتراح تعديلات على هذه المعاهدة أو البروتوكول المرفق.

With respect to draft article 5, which concerned treaties the subject matter of which implied that the operation of the treaty, or of some of its provisions, was not affected by armed conflict, it should be noted that there were situations in which the operation of such a treaty or some of its provisions might be suspended for the duration of an armed conflict.
30 - وفيما يتعلق بمشروع المادة 5، المتعلقة بالمعاهدات التي يكون مؤدى موضوعها عدم تأثر نفاذ المعاهدة أو بعض أحكامها بالنزاع المسلح، ينبغي ملاحظة أن هناك حالات يجوز فيها تعليق نفاذ هذه المعاهدة أو بعض أحكامها خلال مدة النزاع المسلح.

The provisions of the present Treaty shall not apply to disputes relating to facts or situations that predate the entry into force of the present Treaty between the parties to the dispute.
